Long-term storage of alcohol requires special conditions. This is legislatively enshrined in the “Appendix to the Order of the Federal Service for Regulation of the Alcohol Market dated October 26, 2010 N 59n.”

This document provides technical conditions according to which premises for production and storage alcoholic drinks and products containing alcohol must have mechanical supply and exhaust ventilation and a system for maintaining the specified air parameters. This applies to products packaged in individual packaging.

Requirements for storage space for alcohol in legislative acts

According to current legislation, warehouses where alcohol is stored must have central heating or individual heat generators. To control microclimate parameters. They must control humidity and temperature. When storing products in several rooms, devices must be located in each.

Features of ventilation in alcohol warehouses

When designing a ventilation system and its subsequent installation, it is necessary to take into account the specifics of the room. High-quality ventilation according to modern standards involves not only the placement of equipment, taking into account the location of the racks, their type and means for moving products, but also the stable maintenance of temperature conditions, humidity standards in the alcohol warehouse, as well as emergency extraction in case of destruction of containers with alcohol.

Many supervisory authorities, primarily the Sanitary and Epidemiological Service, have a number of requirements according to which it must function. The room temperature and relative humidity are regulated.

Modern exhaust systems operate on the principle of heat recovery, which allows you to maintain the required microclimate parameters at minimal costs at any time of the year. Savings amount to 85% of energy costs.

Supply and exhaust ventilation is the only type of ventilation system permitted in warehouses of alcoholic products.     The Ministry of Finance has developed a bill approving technical requirements for warehouses for storing alcoholic beverages for wholesale sale.

    1. The warehouse area must be at least 150 m2. At least 50 m2 is required for duty-free warehouse stores.
    2. Working instruments for measuring temperature and humidity must be placed in the warehouse premises.     3. Warehouse premises must have clear demarcation. Utility and service rooms should be fenced off from the premises where alcohol is directly stored by walls that are floor to ceiling high. Along with main walls, the construction of temporary partitions and other prefabricated structures is permitted.
    4. The actual parameters of the building: area, location of walls, windows, doors and other things must clearly correspond to the cadastral (technical) passports or technical plan.
    5. Joint storage of alcoholic and non-alcoholic products is permitted. But in this case, it is necessary to organize different storage areas. These areas must be approved in the warehouse plan. The plan is certified by the head of the organization.
    6. Alcohol products should be stored on racks and/or pallets. More than two pallets (widthwise) cannot be installed in a row. The distance between two rows is one meter or more. The distance between the rows and walls is half a meter or more.

    The order applies, among other things, to beer, cider, poiret and mead. From the name and description of the project it is clear that it definitely applies to distributors and wholesalers. But whether it applies to manufacturers is still unclear. On the one hand, producers are participants in the turnover. On the other hand, in legislative practice the concept of “production” may sometimes not be included in the “circulation”.

    As for the content, the project contains a number of strict and ambiguous formulations, according to them, warehouses must:

    Have a total storage area of ​​the organization of at least 500 m2;
    - each warehouse (including adjacent) must be equipped with measuring instruments for monitoring temperature and humidity conditions, the serviceability of which is confirmed by the corresponding marks on the verification of the measuring instrument in the passport (form) for the device;
    - be equipped with racks and (or) pallets located at a distance of at least 1 meter from heating systems, water supply and sewer pipes. Pallets with products when not stored on racks should be installed in rows no more than two pallets wide so that the distance between the rows and from the walls is at least 0.5 meters;
    - have an arrangement of building structures that corresponds to the technical and (or) cadastral passport;
    - floors in warehouses must have a flat (without potholes) surface;
    - asphalt floors are allowed only on areas for unloading products from vehicles.

    This draft order has already passed the procedure of public discussion of the notification of the beginning of the development of the act. The next stage is holding public discussions regarding the text of the draft. During it, the industry will be able to express its attitude towards this document.     The second project is “On approval of requirements for warehouses and stationary retail facilities used for the retail sale of alcohol and alcohol-containing products.”

    This project applies to warehouses of retail outlets, as well as to the stores themselves. It also applies to all alcoholic and spirit-containing drinks, including beer, cider, poiret and mead.

    It is not yet clear whether it applies only to retail outlets, or whether it also applies to public catering. Our portal will try to clarify this issue with the regulator and submit this act for legal examination.

    The project establishes the following requirements for retail warehouses (particularly interesting and unclear points are highlighted; we will try to clarify them with the regulator and lawyer):

    Warehouses and retail facilities must be heated and ventilated;
    - retail facilities and warehouses occupying part of a residential building must be equipped with a separate entrance (exit);
    - retail facilities and warehouses must be isolated from each other and from service, utility and other premises by walls or temporary building structures (partitions) in height from floor to ceiling;
    - in retail facilities there must be a separate trading area (section, department) of the trading enterprise, intended for display for the purpose of selling alcoholic beverages separately from other products;
    - warehouses and retail facilities must ensure the conditions of safety (storage) of alcoholic and alcohol-containing products established by the manufacturer of these products;

    - each warehouse must be equipped with measuring instruments to monitor temperature and humidity in the room. The serviceability of measuring instruments must be confirmed by the corresponding marks on the verification of the measuring instrument in the passport (form) for the device. Installation of measuring instruments must be carried out in accordance with their passport (form) or operating manual;
    - all retail facilities and warehouses must be equipped with working lights and lamps;
    - in warehouse premises, window openings (if any) are equipped with protective devices that provide protection from direct sunlight on alcohol and alcohol-containing products.
