Since 2011, the vehicle inspection business has been available to every Russian, and if organized correctly, it can be very profitable. Do you want to achieve this? Then take into account the many nuances of this work, and any of your investments will definitely pay off!

Collecting documents

Before opening the inspection point, you will have to collect whole package documents issued by various organizations. In particular, you must obtain an accreditation certificate from the Russian Union of Motor Insurers - this is what will allow your company to obtain the status of a technical inspection point. To obtain such a certificate, simply write a corresponding application to the RAS, attaching copies to it:

  • your constituent documents (before applying for a certificate, you should register the enterprise itself, in which case an individual entrepreneur will suit you, but you can choose other organizational forms)
  • document that proves your identity
  • documents that confirm your knowledge of vehicle diagnostic tools with certain technical characteristics
  • certificates confirming the presence of at least one technical expert with relevant skills and knowledge on staff of your enterprise
  • documents confirming that you can transfer information to the UAIS TO
  • a document confirming your authority to act on behalf of a legal entity
  • payment order, which confirms that you have paid the accreditation fee (a bank mark is placed on the order).

After this, you also need to make an inventory of these documents and attach to them an extract from the Unified State Register of Individual Entrepreneurs or the Unified State Register of Legal Entities. Then you can contact RAS.

When applying for accreditation, you can choose several areas of work at once - the technical inspection business may involve servicing various vehicles - from motorcycles and cars to trucks and passenger buses. The decision to issue you a certificate will be made within 10 working days, after which information about you will be entered into the official register (unless, of course, you are refused for some reason). Such a certificate costs 20 thousand rubles plus 10 thousand for each technical inspection point specified in the application. Annual confirmation of the certificate will cost 15 thousand rubles, plus 10 thousand for each item of work. You will also need to pay 15 thousand rubles if you need to re-register a document due to a change in any information about the company or its owner (plus 10 thousand for each new item added to it).

When all the documents have been collected and the accreditation certificate has been received, you can begin searching for premises (any option with the optimal area will do) and purchasing special equipment. The latter is purchased taking into account the requirements set out in the order of the Ministry of Industry and Trade of Russia (No. 1677 dated December 6, 2011). So, you will definitely need to buy equipment that diagnoses

  • condition of brake systems
  • steering
  • external lighting devices
  • engine and all its systems
  • all other elements

You will also need equipment that measures the amount of contaminants in the exhaust gases, a compressor and tips with a pressure gauge. The cost of each piece of equipment may vary depending on the manufacturer and additional options, but in general you will need to prepare 250-300 thousand rubles (minimum) or 1 million rubles (maximum) for these purposes.

Another the most important nuance, without which a competent business in technical inspection is impossible, is the selection of specialists to work at your enterprise. This must be at least one expert who will carry out diagnostics of vehicles, make a decision on issuing a technical inspection certificate for them and certify it with a signature. The expert must have the appropriate qualifications, work experience and certain skills, the list of which is set out in the order of the Ministry of Industry and Trade of the Russian Federation No. 1664 dated December 1, 2011.

How much income will a business bring during a technical inspection?

In general, a one-time fee for passing a technical inspection for one car depends on the region in which the enterprise is opened and what category of the car it is, and ranges from 100 to 2.3 thousand rubles. Consequently, every day you can earn at least 500-12 thousand rubles (if you carry out 5 technical inspections, but there are usually more). Thus, every month you can earn at least 150-300 rubles. You will need to spend approximately half of the amount on employee salaries, utilities and equipment maintenance. There will also be other expenses, and in general, the inspection business can pay for itself in about a year.

To achieve this, you need to conduct your business uninterruptedly, and for this you only need to transmit all information about the technical inspections carried out to the unified system UAIS TO (from which data are primarily obtained by insurance companies). The transfer is carried out directly through the traffic police website. And if you act carefully when transferring information and do not make mistakes, rest assured: your enterprise will prosper, and you will be able to gradually increase profits, fully recouping even the largest costs.

In 2011, a law was passed according to which now the technical inspection of cars will be carried out not by the traffic police, but by private commercial organizations.

Many motorists were only happy about this, because now there will be no queues, rudeness from traffic police representatives, and it will be possible to sign up for maintenance in advance.

The inspection point is new and quite profitable business, which can be opened by anyone who has collected all the necessary documents and permits.

In order to open your own service station, you must obtain this status. To do this, you need to have a RAS (Russian Union of Auto Insurers) certificate. This organization monitors the activities of private service points. To obtain such a certificate, you must send a letter with a list of required documents attached. The list can be viewed on the official website of the organization.

When opening a service station, you can select one or several categories of vehicles for which it will service.

The decision to issue certification will be made within 10 working days. For the certificate you will need to pay 20,000 rubles and 10,000 rubles for each item. Every year it will be necessary to confirm compliance with the accreditation requirements and pay 15,000 + 10,000 rubles for each item.

Any change associated with the expansion of activities, an increase in the number of maintenance points must be documented + incurs additional costs.

Almost any room is suitable for the point. There are no special requirements for him. But as for the equipment and technical equipment, all this must comply with the standards that are described in the order of the Ministry of Industry and Trade.

According to the owners of private service stations, such equipment on average costs from 250,000 – 300,000 to 1,000,000 rubles.

Attention should also be paid to the level of qualifications of personnel. According to the law, technical inspection can be carried out by specialists who have a higher education in a field related to motor vehicles, a driver’s license and extensive experience in this field.

In addition, staff are required to undergo advanced training courses. The cost of undergoing a technical inspection for motorists is now determined by the management of the points.

However, there are certain “ceilings” above which the price cannot be increased. They are different for each region.

As practice shows, private service stations do not seek to increase costs in a highly competitive environment. Having the right to choose, the motorist will prefer the place where it is cheaper and faster. It is necessary to create attractive conditions in order to acquire regular customers.

The reform of the vehicle inspection system has opened up new opportunities for access to this market. Anyone can now become a maintenance operator, provided they have the appropriate expert and technical base. We will discuss below how innovations will affect the work of existing car services, and how not to miss out on “vacancies” in the new segment.

There are more pros than cons

One of the most controversial aspects of the new vehicle technical inspection system lies, in fact, in the very interpretation of the situation that has arisen. So, many believe that it has become worse than before. The public has formed the opinion that insurers have monopolized everything, introduced schemes that distort the law, and corruption has exceeded all conceivable limits that existed before the change in the maintenance procedure. These are predominantly the voices of inspection operators who moved to the new infrastructure from the previous system formed by the Russian Ministry of Internal Affairs in accordance with Resolution No. 880 of the Government of the Russian Federation.
In the meantime, all the circumstances of the abuses that have arisen (such as issuing inspection tickets without actually conducting technical diagnostics) are being dealt with by the relevant authorities, the so-called old operators are suffering losses. On the one hand, these are losses from the moratorium on car inspections introduced in June 2011 (RF Government Decree No. 413). On the other hand, from the new interpretations of Federal Law N 170-FZ, when it is easier for car owners to circumvent the law and carry out a technical inspection according to a “crooked” scheme. Because the main thing here is to get it, because for its absence there is a significant fine.
However, the new maintenance mechanism has its advantages. Judge for yourself: car owners have the opportunity to undergo a technical inspection anywhere in the country, regardless of the place of registration of the car and, accordingly, regardless of the preferences of the traffic police inspector. Technical inspection has become significantly cheaper - the maximum fee for it is available to any car owner. Today, the price of checking the technical condition in many regions of Russia hardly exceeds 300 - 400 rubles, that is, the cost of ten to fifteen liters of fuel.
In addition, the Law provides for sanctions against unscrupulous participants in the technical inspection system, up to and including the deprivation of an accreditation document. Moreover, if the car owner believes that the inspection point violates his rights, he has the right to refuse such services, go to another point for a technical inspection, and also complain about the illegal actions of the operator. Another positive innovation of Federal Law N 170-FZ, which I would also like to note: now we know all the participants in the technical inspection market, as they say, by sight. Thanks to the openness of information in the register of operators maintained by the Russian Union of Auto Insurers (RUA), we understand who carries out the technical inspection, where the maintenance points are located, and most importantly, how many there are. By the way, it was precisely this provision of the Law that revealed that in previous years there were clearly not enough maintenance operators (in proportion to the volume of the Russian vehicle fleet). This fact, in fact, gave rise to dissatisfaction among car owners and stimulated the emergence of a shadow market for the sale of state inspection coupons.
Now, literally from the very first day of Federal Law N 170-FZ coming into force, the infrastructure of maintenance points is developing dynamically, which can be clearly seen by the growth in the number of maintenance operators in the RSA register.

Market pass

Thanks to the inspection reform, new players have gained access to this market, among which the key place rightfully belongs to existing maintenance enterprises, or car services. Work experience, the availability of specialists and material and technical base allow them to enter the technical inspection market more easily than entrepreneurs who want to organize such a business from scratch.
Therefore, for technical service enterprises, the maintenance reform is a historically significant moment (as is known, according to previous legislation, within the framework of the Decree of the Government of the Russian Federation of July 31, 1998 N 880, they did not have the right to participate in the technical inspection of motor vehicles).
Let's move on to the practical implementation of the maintenance item. In order to obtain permission to conduct a technical inspection, there are Accreditation Rules, set out in Order of the Ministry of Economic Development of Russia dated November 28, 2011 N 697. The rules are in principle simple and fit in a few lines:
a) the presence in the property or on another legal basis of structures and means of technical diagnostics;
b) availability of technical capabilities for daily transmission of information on the results of technical inspection to a unified automated technical inspection system;
c) the presence of at least one technical expert on staff.
It should be recognized that accreditation is a complex and multifaceted process, crossed from many regulatory legal documents. And this, as practice shows, is a fundamental difficulty for independent car services. Due to the limited material and technical resources, many are not able to employ qualified lawyers, and for some directors of the service station regulations- just a dense forest.
In organizational terms, the creation of a technical inspection point is by no means fast process. If you start from scratch, purely technologically the cycle of obtaining accreditation takes 3 - 6 months. During this time, it is necessary to implement several key tasks.
First, you need to order, purchase, install and put into operation the necessary diagnostic equipment. There are several suppliers of these products in Russia, and they are now overloaded with orders. Accordingly, delivery and installation times increase. The cost of an average set of equipment ranges from one ( Russian production) up to two million rubles (import), if we are talking about the technical control line for passenger cars of category M1.
Secondly, it is necessary to recruit and include technical experts in the staff, and this is not an easy task, since in the new legislation the requirements for specialists at maintenance points have increased significantly. Technical universities responded quite quickly to new trends, and now they are ready to offer training courses under the program “Expert in Technical Control and Diagnostics of Motor Vehicles” in full compliance with the requirements of Order of the Ministry of Industry and Trade of Russia dated December 1, 2012 N 1664.
The number of technical experts at a maintenance point depends on the region of accreditation, the number of diagnostic lines and technical control posts, as well as on the requirements of the labor legislation of the Russian Federation. In accordance with Order of the Ministry of Finance of Russia N 155-n, the standards for the provision of TTO and MSTO forms and, accordingly, the throughput of the inspection point are limited by the working time fund established by law. In other words, it is prohibited for one technical expert to work 24 hours, 7 days a week, 365 days a year without breaks or days off, setting records for the number of vehicle inspections per unit of time.
Thirdly, it is necessary to create a system for documenting and transmitting data on transport inspections. This question is easier, since everyone now has computers and Internet access.
Fourthly, at the final stage of the entire preparation process, it is necessary to collect and send the applicant’s documents for accreditation to the RSA. In reality, this kit is a weighty folder, but it is actually your pass to the technical inspection infrastructure with the right to make decisions about the admission of vehicles to participate in road traffic.

There are "vacancies" in the market

Obviously, a new technical inspection system cannot be formed overnight. According to the current provisions of the Federal Law, a transition period is provided until January 1, 2014. State inspection stations and maintenance points that operated under Resolution No. 880 and had agreements with territorial divisions of the Ministry of Internal Affairs must undergo accreditation before the specified period. In the meantime, they are included in the RSA register using a simplified application procedure. Today there are 2,715 such points throughout Russia. To these should be added 434 new maintenance stations that have passed the full cycle of accreditation in the RSA (as of March 15, 2012). To answer the questions whether this number of service stations is sufficient and whether there is a commercial interest in taking part in the registration of new service stations, it is important to emphasize the following. At one time, a proportion was established that one diagnostic line should account for 10 thousand vehicle inspections per year. To date, 48 million vehicles are registered in Russia. Based on established standards, the number of technical inspection lines should be at least 4800 units. At the moment there are already more than 3000 service points. Now 5 - 7 new operators are being added per day. If this dynamic continues, by the end of the year we will be able to approach the minimum required quantity inspection points. At the same time, I can’t help but remember that RSA previously stated the need to create 10,000 points in Russia.
As for the commercial side of the matter, for car services, participation in the maintenance system has the following advantages: in addition to directly earning money by conducting technical condition checks, the vehicle inspection operator sells MTPL policies (incidentally and comprehensively, as well as other insurance products) and receives commissions from insurers . In this situation, a certain flow of clients is formed for restoration repairs after an accident, and this is also additional income, since, alas, we have not yet learned how to drive without accidents. Well, in general, the organization of a technical inspection point is an obvious contribution to expanding the range of services offered at service stations and effective remedy to retain and expand the customer base. So there are still vacancies in the new technical inspection system, but at the same time I recommend that car services that are just thinking about participating in this infrastructure should not hesitate to make a decision.
The NAPTO Association, performing organizational and methodological functions, is on the side of the interests of maintenance and repair enterprises, which for many years were deprived of the opportunity to participate in vehicle inspection. On the other hand, we reaffirm our commitment to building a proper, efficient infrastructure of responsible inspection operators. After all, we are talking about checking very dangerous products called cars, buses and motorcycles.

In 2012, the Russian government passed a law according to which the traffic police were prohibited from carrying out vehicle inspections, transferring this procedure to private organizations.

This news became a signal for many entrepreneurs who happily took upon themselves the obligation to carry out a technical inspection of their car. In order to engage in this activity, you must have a special accreditation document from the Russian Union of Auto Insurers (RAS). To obtain this certificate, you must send a written application to the RAS, attaching the following documents:

  • copy of passport;
  • copies of constituent documents;
  • a copy of an extract from the Unified State Register of Legal Entities;
  • copies of documents confirming the rights to ownership of premises and equipment;
  • a copy of the document confirming the possibility of transferring information to the UAIS TO;
  • a copy of the document confirming the qualifications of employees;
  • a copy of the document giving the right to carry out activities on behalf of the legal entity;
  • a sheet with an inventory of all attached documents;
  • check (copy) confirming payment for accreditation;

Accreditation depends on the category of the vehicle. This procedure is paid - 20 thousand rubles (plus 10 thousand rubles for each inspection point). You will also need to submit information about compliance with all accreditation requirements every year, for which you will have to pay 15 thousand rubles.

The decision to issue a certificate is made after 5-10 days. The organization has the right to refuse accreditation if it considers that the submitted documents are not reliable or do not meet the requirements.

If your company decides to change its name, owner, or retrain for other categories of cars, then this will require re-issuance of the accreditation certificate, which will entail additional costs in the amount of 15 thousand rubles. If you increase the inspection points, you will also have to pay 10 thousand rubles. for each.

It is not difficult to find a room for a maintenance station, but certain requirements are imposed on the equipment. These requirements are specified in the order of the Ministry of Industry and Trade of Russia No. 1677 dated December 6, 2011 “On approval of the main technical characteristics of technical diagnostic tools and their list.”

List of necessary equipment for technical inspection

  • stands for diagnosing braking systems for vehicles with different weights;
  • instruments that allow you to measure steering play;
  • equipment for checking lighting devices (correct adjustment and luminous intensity of headlights);
  • tools for technical diagnostics of tires (rulers, calipers);
  • a number of instruments for diagnosing engine systems (sound level meter, a device for identifying leaky areas, a device for measuring the number of revolutions and engine oil temperature, a smoke meter, a gas analyzer);
  • a tool for diagnosing the light transmittance of glass;

According to the owners of technical service points, the cost of equipment ranges from approximately 400 thousand rubles to 1 million rubles, depending on its novelty and quality. If you do not have documents on hand confirming the fact of ownership of diagnostic equipment, then you can contact the agency for technical regulation and metrology, where they will provide you with the necessary documents.

If you have decided on the choice of premises and selection of equipment, now all that remains is to find a suitable qualified employee. But here questions may arise.

Only a person with appropriate education and work experience is allowed to work in the technical inspection service. The requirements for a specialist are described in detail in Order No. 1664 of the Ministry of Industry and Trade of Russia dated December 1, 2011 “On approval of qualification requirements for technical experts.”

More specifically, the technical inspection specialist must have:

  • driver's license with at least 3 years of experience
  • higher education in a motor transport specialty (secondary education combined with an advanced diploma is allowed)
  • Practical work experience is required (for specialists with higher education - from 2 years, and for specialists with secondary education - from 3 years)

Initially, the fee for carrying out a technical inspection consisted of two parts - a fee of 300 rubles. and the technical inspection procedure itself, which varied in cost depending on the region, but then the state duty was abolished.

The owner of the inspection point has the right to set the price for the services offered, but the cost cannot exceed a certain fixed amount established by law. Average price for passing a technical inspection is 1800 rubles.

The owner of a maintenance station is obliged to regularly submit information about vehicle inspections performed to a unified automated system (UAIS TO). Information is submitted through the official website of the traffic police. This must be done so that the owner of the car can then obtain insurance under OSAGO.

In case of violations on your part, if any are identified, you will first receive a warning, and after repeated notice, your accreditation will be immediately revoked. Therefore, think first of all about the future, and not about short-term money.

There are cases when owners of technical services open technical inspection points as an addition, which is not contrary to the law. It should be noted that the owner of the inspection point does not have the right to inspect his own car.

To open your own car service center you need to invest 650 thousand rubles. The approximate payback period is about a year.

What is needed to organize a business?

In order to obtain the status of a technical inspection point, you will first need to collect a lot permitting documents. First of all, you need to obtain an accreditation certificate from the RAS.

In order for accreditation to be completed, you must submit an application to the appropriate service and attach a package of required documents to it. After 10 days, the RAS must inform you of their decisions - either you will be denied, or you will be added to the register of items that have been certified.

It is worth noting that the application must indicate the category of vehicle for which you plan to inspect. Obtaining an accreditation certificate is not a free procedure, and if the decision is positive, then you will have to pay 20,000 rubles. For each category of car you will have to pay 10,000 rubles. The certificate must be confirmed every year, its cost reaches 15,000 rubles, and for re-entering each category you will have to pay an additional 10,000 for each.

Room

The business plan for a technical inspection point assumes that if you open a point with a working workshop, then you will not need to rent additional space. If you are organizing a technical inspection point from the very beginning, then the main thing is that there is enough territory to carry out all the necessary work.

Equipment

In order to check cars, you will need the following equipment:

  • Equipment for diagnosing brake systems and steering;
  • Devices for checking lighting devices;
  • Devices for checking the operation of the engine and other equipment.

Recruitment of professional personnel

In order to check vehicles, it is necessary to hire a technical expert who can professionally carry out diagnostics and decide whether or not to issue a technical certificate. Quite stringent requirements are imposed on such employees, since after they sign, they take full responsibility for the quality of the diagnostics performed.

What other features does a business plan for a technical inspection station have?

Previously, before the adoption of the new law, motorists had to pay a state duty of 300 rubles, as well as pay the cost of technical inspection. Commercial points set prices independently, but not higher than the restrictions established by law.

After accreditation has been completed, the technical inspection point is obliged to transfer to the traffic police all data on technical inspections performed during the day. If this condition is not fulfilled, the certificate will be suspended.

Profitability of a business plan for a technical inspection point

The initial investment in a technical inspection point will be approximately 500,000 rubles, but if you approach the organization of the business competently, the costs will pay for themselves within 1 year.
